Of recent, there has been a lot of talk on private/public partnerships to
enhance health systems performance, and in particular increasing equity of
access to good quality medicines. I assume the concept has been applied in
other fields as well to reduce the burden on Government in the provision of
health services, food, transport and so forth.

I am looking for a good example of such a partnership in any field that
could be applicable to pharmaceutical management. If there is such a one,
please send me the details and contact address of the implementers.

The National Pharmaceutical Foundation, Inc. (NPF,Inc.) was organized and initiated by the public sector as a private-public partnership since 2001 in the Philippines. Currently (8 years after), the NPF just crossed the break even threshold in its financial operations in 2009, and is full of challenges, particularly in implementing fully the national drug policy and survive/sustain through market forces....

Would be willing to enter into dialogue with you of our experiences and lessons learned through the years - maybe not yet a good example but indeed rich in learnings and vision.

In response to Oliver Hazemba; Management Sciences for Health ; Lusaka
inquiry on a good or satisfactory PPP projects I would like refer similar
in Kenya. Between 2005 and 2008 a Germany Funded PPP project "improvement of
drug Quality Standards" was implemented. This resulted into four
pharmaceutical companies (one in Tanzania and 3 in Kenya) improving their
quality systems to PICS standards in terms of infrastructure and
manufacturing GMP processes. The project was implemented by BEGECA in
Germany and PharmaQ Ltd in East Africa . a similar project was carried out
in Syria. The selection was voluntary. There was a pre-audit according to
PICs requirements. The companies were assisted to upgrade their facilities.
Seminars, workshops and frequent company assessments were carried out
focusing on quality assurance systems on premises, production/formulation;
quality management/validation; personnel and documentation.. a final GMP
audit was carried out by EU inspectors.

PPP programmes are important to overcome some constrains experienced by
individual partners and providing a strong forward move that are uniformly
beneficial to partner, regulatory authority and market.
