E-drug: Public drug testing laboratories

Dear Friends,
Ordinary consumers in Pakistan are not allowed to get their medicines
tested in public drug testing laboratories. The general practice is that
samples of medicines have to be collected by designated drug inspectors
and the laboratories would only accept drugs from them, not from the
general public. The issue is that if a consumer suspects the quality of
the drug, s/he cannot get it tested directly from the public drug
laboratories.
What is the current situation and practices in your country?
