I am glad to see Dzul's comments on this issue. I am in agreement that it
is not "public" lists that are needed but incident reporting to the
appropriate source so that action can be taken. All of us want to see the
"problem" suppliers, who put lives at risk, removed from the supply line.
There are two ways to achieve that;
        stop buying their products and therefore drive them out of
business; or
        stop them producing or distributing.
The first requires either a bad experience, or information from others, and
that is our difficulty - any information sharing has to be confidential and
informal, otherwise there could be legal problems. In addition there is a
risk that a manufacturer could be wrongly listed on the basis of incorrect
information, or one bad experience, and therefore unfairly treated.
The second, to close a business down, requires some proven infringement of
the law under which the business (whether manufacturer or intermediate
supplier) operates. The authorities who have the responsibility to take
such action must have information which at least creates the suspicion of
an infringement in order to investigate a business.
I would suggest that evidence or suspicion of "illegal" trading should be
reported to the appropriate national drug regulatory authority. If there
is enough evidence then no country wishes to become known as the "source"
of poor quality medicines.
