E-drug: Short-term consultancies in Sahrawi

Announcement
For short-term consultancies we are looking for an expert in essential drug
management and rational drug use

Location: Refugee Camps of the Democratic Arabic Republic Sahara, situated
in
south-western Algeria

Time: two missions of 2 to 3 weeks are planned: One in November/December
2002, one March/April 2003

Language: Spanish (and Arab) are the languages spoken by the refugees and by
the health workers, since many of them have been trained in Cuba or Spain.

Some people on the Ministry level also speak French.

Qualifications: The consultant should be specialised in backstopping of
essential drug programmes and have some experiences in training and
supervision. A good knowledge of quantifying of drug needs as well as
storage
and distribution of drugs, would also be very useful.

Objectives /Background of the consultancy:

Medico international gives support to the Sahrawi refugees living in the
desert camps (actual number: 155.000 people) since more than 26 years. One
important issue has always been the support to health institutions and the
supply of drugs.

Since 1998 an essential drug programme was introduced and established in
cooperation with the Sahrawi Ministry of Public Health. A national list of
essential drugs has been composed in 1998 and a guide of rational drug use
for
the primary health care level, that has been elaborated in the last two
years
jointly with the Sahrawi and Cuban medical doctors working in the camps,
will
be published next month. Some implementation workshops are planned.

An important role in the essential drug programme plays the determination of
drug needs through consumption documentation. A system of follow up of the
consumption of drugs has been established in all health institutions of the
camps, which are on the national, regional and local (health centres) level.

One part of the system is the constant supervision (backstopping) of the
pharmacists, who are responsible for the storage, supply and documentation
of
essential drug use.

A supervisor has been named by the Ministry, who is in charge of the
backstopping.

The main objective of the two short-term consultancies would be to elaborate
and introduce a sustainable system of backstopping together with the
Sahrawis
in charge on all levels of the sanitary system. Some documents have already
been elaborated on that issue, which could be further developed in detail,
to
be used on a regular basis.

In the long-term perspective, the consultant could help in monitoring of
drug
deliveries and quantifying drug needs.
