E-drug: Siting policies for retail/community pharmacies? (cont'd)

We have tried to check this point in our study on the private
sector: 'Le secteur pharmaceutique commercial prive en Afrique'
Ministere de la Cooperation -Organisation Mondiale de la Sante,
1996;
Cameroun: new private pharmacies can be opened only if
consistent with the MOH 'Health Map', revised in 1993. From
1990 to 1994, 185 new pharmacies were authorized: 78 located
in the 2 main cities (Yaounde & Douala) where we could find 115
pharmacies in 1990. From 1990 to 1994, the percentage of
pharmacies located in province capitales passed from 65% to
67%. The system is not very efficient.
Mali: Since 1993, new pharmacies must follow the following rule:
- 1 for 8500 inhabitants in a city of more than 500 000
people
- 1 for 7500 inhabitants in a city of more than 100 000 and
less than 500 000
- 1 for 6500 inhabitants in a city of more than 10 000 and
less than 100 000
- 1 for 5500 inhabitants in a city of more than 5 500 and
less than 10 000 and a minimum distance of 500 meters
between 2 pharmacies. No information about efficiency of
the system.
Maroc: a minimum distance of 300 meters between 2
pharmacies in cities of more than 100 000 inhabitants; 100
meters between 2 pharmacies in cities of less than 10 000
inhabitants; 200 meters between 10 000 and 100 000
inhabitants. The system is considered as efficient.
Senegal: Every year, the MOH decides how many new
pharmacies can be opened.
- 1 pharmacy for 15 000 inhabitants in Dakar region and
1/30 000 elsewhere
- at least 1 pharmacy in every region capital, department
(district) capital, and commmune main location, what
would be the population.
- minimum distance between 2 pharmacies: 500 meters in
Dakar-plateau and 1000 elsewhere. This is considered as
efficient.
Tunisia: rule of population ratio and rule of minimum distance,
but I don't know exactly which rules.
Algeria, Benin, Niger, Madagascar, Guinea (Conakry): no rule.
In all countries where law rules the opening of a new pharmacy,
this was demanded by existing pharmacies to soften
competition. And you must consider the ratio must be selected
according the number of existing pharmacies and the number of
new pharmacists for the private sector. But in all sub-saharian
countries of the upper list, black market is flowerishing. So in this
case these rules are kinds of wishfull thinkings.
