Dear Colleagues
UNICEF is urgently looking for consultants interested in being short-listed
for a possible short term consultancy to assist our regional office in
Senegal with a mapping of the current situation in the Procurement and
Supply Management (PSM) systems supporting the scale up of HIV prevention
and treatment programmes. Information will be obtained mostly through a
document review process, with some level of assessment as needed.
Key objectives of the assignment include, among other:
· To map the PSM systems in the region with respect to ARVs and other HIV related supplies
· To assess the capacity of countries in the region to manage ARV and HIV related supplies
· To identify gaps and weaknesses in the PSM system in the region
· To identify the different partners working in PSM and their activities.
· To improve coordination in PSM activities between WCARO and partners
· To support UNICEF strategies aimed at scaling up PMTCT, Paediatric
HIV Care and Support and improved child survival, by ensuring that gaps and weaknesses in supply are addressed as part of the overall programming strategy
Expected outputs:
· Report which includes:
- Assessment of HIV/AIDS PSM systems of countries in the region, including existing gaps and weaknesses, and proposed recommendations.
- Identification of partners working in HIV/AIDS PSM and documentation of actions taken to resolve existing PSM bottlenecks in the region.
- Recommendations on an improved coordination between partners working in HIV/AIDS PSM.
· Validation meeting to present the Report and share recommendations with partners.
Successful candidates
- need to be available for a 5 months period, ideally between 1 July and 30 November 2007
- should NOT be in the full time employment of another organisation unless proof or relieve of duties can be provided in writing
- will be remunerated at a standard UN rate, at the level of a P5 officer
- have as a minimum requirement, a degree in Pharmacy
- have at least 12 years of professional experience working in the Pharmaceutical sector
- have at least 5 years of experience in the field of Pharmaceutical Supply system assessment/technical assistance, experience in West and Central Africa will be an asset.
- have knowledge and experience with HIV/AIDS supply system planning and management experience working with UN agencies on supply related issues is an adding advantage.
- have experiences of documents searching and review, solid analytical, interpersonal and writing skills as well as ability to work in a team
- be fluent in French and English. All reports will be submitted in English.
- have good computer skills (Word, Excel)
- be available to travel to Dakar, at least for the presentation of the assessment and to do some field visits in as needed.
