Strengthening Procurement and Supplies Management (PSM) in PMTC scale-up in UNITAID supported countries
Early Diagnostics Consultant

   UNICEF Supply Division is currently looking for a short-term consultant
   to support the UNITAID PMTCT. The consultant candidate shall be
   specialized in laboratory supply, specifically the supply components
   underpinning usage of CD4, PCR and DBS (including logistics process for
   DBS) for early diagnosis of infants infected with HIV.

Level of the assignment : L-4
Duration of the assignment: three months, preferably from 1st September till 30th November 2007

   The consultant will be recruited and supervised by the HIV/AIDS and
   Malaria Unit in Supply Division, Copenhagen. The consultant will be
   responsible for the adaptation, development and/or testing of
   programming tools and documents, and for providing expert input in the
   development of country action plans. It is expected that approximately
   one third of the time will be spent in Copenhagen and two thirds will be
   spent in the relevant countries.

   Main Duties and Responsibilities:

   1. To document current status, strengths and weaknesses in early
   diagnosis in the UNITAID programme countries as a desk review exercise.
   2. To act as Supply Division focal point for Early diagnosis and CD4
   testing, providing technical assistance on request in the start up of
   the UNITAID project
   3. To assist UNICEF country offices with preparation for UNITAID
   implementation and participate in country missions as requested
   4. To develop and/or review existing guidance notes on supply management
   in the area of laboratory, and updating it to support early diagnosis
   under the UNITAID project. Also, assist and guide Country Offices and
   Supply Division in the procurement of commodities, including definition
   of requirements and procurement options.
   5. To compile a set of resource/training materials to share with
   recipient countries (checklist for readiness,etc ) and recommend updates
   on information for the UNICEF website.

   Minimum Qualifications and Experience:

   Education:
   Advanced university degree in clinical biology with (post-)
   specialization in immuno diagnostics or a related field.

   Work Experience:
   Minimum eight years of experience relevant to Diagnostics & Monitoring
   Equipment, with knowledge of in-field usage of PCR & DBS, including in
   developing countries.

   Skills / Competencies:
   · Current knowledge of the latest developments and technology in the
   field of work.
   · Ability to conceptualize ideas and produce clear and comprehensive
   reports
   · Ability to work on a multicultural environment
   · Able to work independently
   · Computer skills, including internet navigation and various office
   applications

   Languages:
   Fluency in English and another official UN language. (French / Spanish)

   regulations and ethical standards. UNICEF's level of procurement
   reached a total value of approximately 1.2 billion USD in 2006.
