Strengthening Procurement and Supplies Management (PSM) in PMTC scale-up in UNITAID supported countries
PMTCT Consultant
UNICEF Supply Division is currently looking for a short-term consultant
to support the UNITAID PMTCT. The consultant will assist with the
development of technical specifications of the ARV component of a PMTCT
mother-baby pack, and to provide technical assistance in supply planning
and management of commodities needed in the UNITAID project.
Level of the assignment : L-4
Duration of the assignment : start date as soon as possible till 31st December 2007
The consultant will be recruited and supervised by the HIV/AIDS and
Malaria Unit in Supply Division, Copenhagen, in consultation with New
York Headquarters and the regional offices and country offices involved
in the UNITAID project. A detailed workplan will be developed in
collaboration with NYHQ UNITAID benefiting country offices, based on the
joint UNITAID workplan, to ensure alignment of supply planning and
programme implementation. It is expected that approximately half of the
time will be spent in Copenhagen and half of the time will be spent in
the relevant countries.
Main Duties and Responsibilities:
To document current status, strengths and weaknesses in early
diagnosis in PSM in the PMTCT programme countries in the UNITAID
project as a desk review exercise;
To assist with the development of technical specifications and
prequalifications of suppliers of PMTCT mother-baby pack;
To assist UNICEF country offices with preparation for UNITAID
implementation and participate in country missions as requested,
specifically focusing on access to cotrimoxazole prophylaxis, supply
planning and management of the mother-baby pack for PMTCT, ARVs for
mothers and rapid diagnostic tests prequalified by WHO;
To develop and/or review existing guidance notes on supply management
in the area of PMTCT, and updating it to support the UNITAID project.
Minimum Qualifications and Experience:
Education:
Advanced university degree in pharmacy or a related field.
Work Experience:
Minimum eight years of experience relevant to paediatric HIV/AIDS, with
in-field experience with MTCT and ART, including in developing
countries.
Skills / Competencies:
· Current knowledge of the latest developments and technology in the
field of work.
· Ability to conceptualize ideas and produce clear and comprehensive
reports
· Ability to work on a multicultural environment
· Able to work independently
· Computer skills, including internet navigation and various office
applications
Languages:
Fluency in English and another official UN language. (French / Spanish)

procurement by every Country Office follows all organizational
regulations and ethical standards. UNICEF's level of procurement
reached a total value of approximately 1.2 billion USD in 2006.
