UNICEF, the world's leading organization working for the rights of
children, seeks a Technical Specialist, Pharmaceuticals, for our Supply
Division, based in Copenhagen, Denmark. The successful applicant will,
under the general guidance of the Contract Manager, be responsible for:
using specialized commodity knowledge, in communication with counterparts
in UNICEF Field Offices and Programme Division, establishing technical
specifications, standards and guidelines for a group of commodities for
equipment and supplies which are requisitioned by UNICEF Programmes, or by
specialized UN Agencies, Governments and Non-Governmental Organizations on
a procurement services basis. Identifying commodity sources and evaluating
technical appropriateness of alternative commodities for UNICEF Programmes.
The duties include:
Reviewing and developing technical supply specifications and requirements
to ensure completeness and appropriateness. Advising requesting offices
on technical matters relating to the commodity of specialization.
Clarifying inadequate specifications, proposing substitute or
alternative items as necessary.
Collaborating with Programme Division and/or other UN agencies in promotion
and improvements in use, availability and appropriateness of products
and services.
In conjunction with the Supply Division Quality Assurance Centre,
establishing list of potential pre-qualified suppliers for the
requisition, and forwarding to the Contracting Centre for purchasing
action.
Conducting market research, providing analyses, background information,
recommendations for improving the suitability and range of products
within specialized area, resulting in more appropriate equipment, better
delivery and lower costs. Investigating world markets, maintaining
resource files on a global basis, recommending new areas of purchase for
optimal currency utilization.
Supporting the supply function in UNICEF Field Offices by assisting in
preparation of country supply analyses and of supply components of
country programmes, or of special projects that may arise.
In partnership with the Supply Division Quality Assurance and Contracting
Centres, evaluating supplier performance historical acceptability and
delivery record, and general information including financial, historical
and managerial.
Supporting the supply function in UNICEF Field Offices by assisting in
monitoring and evaluation of supply inputs to UNICEF programmes.
Responsibility for material ownership of all essential medicines allocated
to sub-unit, including sourcing and screening of supplier applications.
Researching, evaluating and promoting new products, and promoting
development of new technologies when appropriate, to meet programme
requirements.
Supervising, guiding and training support staff and evaluating performance.
Qualifications and Competencies:
Advanced university degree in Pharmacy or related technical field.
Minimum eight years progressively responsible professional work
experience relevant to commodity group. Knowledge of worldwide sources,
suppliers and markets.
Current knowledge of the latest developments and technology in the field
of work.
Proven Technical skills required.
Ability to clearly and concisely express ideas and concepts in written
and oral form.
Proven ability to conceptualize, plan and execute ideas as well as
transfer knowledge and skills.
Leadership and teamwork abilities.
Ability to work in a multi-cultural environment and establish harmonious
and effective working relationships.
Able to work independently and problem solving oriented.
Computer skills, including internet navigation and various office
applications.
Proficiency in English and knowledge of another official UN language.
