UNICEF, the world's leading organization working for the rights of
children, seeks a Technical Officer for our Supply Division, based in
Copenhagen, Denmark. The successful applicant will, by using
specialized commodity knowledge, in communication with counterparts in
field offices and Programme Division, be responsible for establishing
technical specifications, standards and guidelines for a group of
commodities for equipment and supplies which are requisitioned by UNICEF
programmes, or by specialized UN agencies, governments and
non-governmental organizations on a procurement services basis.
Identifying commodity sources and evaluating technical appropriateness
of alternative commodities for UNICEF programmes. Will also, assist
countries with development and implementation of supply monitoring
systems.
This includes:
1. Reviews and develops technical supply specifications and requirements
to ensure completeness and appropriateness. Advises requesting offices
on technical matters relating to the commodity of specialization.
Clarifies inadequate specifications, proposing substitute or alternative
items as necessary.
2. Collaborates with Programme Division and/or other UN agencies in
promotion and improvements in use, availability and appropriateness of
products and services.
3. In conjunction with the internal Quality Assurance Centre,
establishes list of potential pre-qualified suppliers for
requisitioning, and makes it available to the Contracting Center for
purchasing action.
4. Conducts market research, provides analyses, background information,
recommendations for improving the suitability and range of products
within specialized area, resulting in more appropriate supplies, better
delivery and lower costs. Investigates world markets, maintains resource
files on a global basis, recommending new areas of purchase for optimal
currency utilization.
5. Supports the supply function in field offices by assisting in
preparation of country supply analyses and of supply components of
country programmes, or of special projects that may arise. Assists in
monitoring and evaluation of supply inputs to UNICEF programmes.
6. Provides field support in supply chain management for internal and
external customers. Periodically reviews the distribution chain and
stock situation in individual countries. Assists with forecasting of
supplies and identification of necessary action for supply adjustments.
7. Screens requests and sales orders for their technical compliance,
including patens when appropriate.
8. Responsible for managing projects and key customer accounts.
Contributes to the development of projects.
9. Drafts and prepares technical guidance and supply directives relating
to supply and utilization of HIV/AIDS and malaria related materials.
10. Researches, evaluates and promotes new products, and promotes
development of new technologies when appropriate, to meet programme
requirements.
11. Supervises, guides and trains support staff, and evaluates
performance.
Qualifications and Competencies:
· Advanced university degree in Pharmacy or related technical field.
· Minimum eight years progressively responsible professional work
experience relevant to commodity group.
· Knowledge of worldwide sources, suppliers and markets.
· Experience in procurement and or technical assistance in procurement
and supplies management of Anti-Retroviral products, Anti-Malarial
products and rapid test diagnostics would be an advantage.
· Current knowledge of the latest developments and technology in the
field of work.
· Ability to clearly and concisely express ideas and concepts in
written and oral form.
· Able to work independently and problem solving oriented.
· Proven ability to conceptualize, plan and execute ideas as well as
transfer knowledge and skills.
· Leadership and teamwork abilities.
· Ability to work in a multi-cultural environment and establish
harmonious and effective working relationships.
· Computer skills, including internet navigation and various office
applications.
· Fluency in English and proficiency in other UN language is required.
