E-DRUG: URGENT CALL FOR Pharmacist/Commodities Information Management Systems expert for Southern Sudan

Euro Health Group is urgently looking for a pharmacist/commodities management information system expert to support the Ministry of Health in Southern Sudan on a long term basis. The position is part of the Umbrella Program for Health Systems Development, building capacity at Government MOH and State MOH Levels through strengthening pharmaceutical practices and supply management - a World Bank funded project.
Background
In 2006 the Umbrella health program aimed at providing financial and technical support to Ministry of Health (MOH)'s health sector development program began. The program provides a framework for strengthening the sector's managerial capacities, developing essential health service delivery systems, and increasing the population's access to basic health services. The MOH urgently needs to develop systems, procedures, and train personnel to ensure the effective use of the emergency supplies of drugs and the transition to a regular system for ensuring the availability of quality drugs. The programme will strengthen MOH's capacity to: (i) formulate needed policies and regulation; (ii) develop appropriate procedures for procuring and distributing drugs and medical supplies; and (iii) establish adequate systems for supervising the use and monitoring expenditures.
The technical assistance team will: (i) improve the quality and increase the accessibility of essential medicines; (ii) improve the management of importation, distribution, and use of drugs; and (iii) develop appropriate systems and adequately trained and committed human and physical resources to implement proposed activities. The Pharmacist/Commodities Information Management Systems expert will work with a team of two other experts; the team leader being a Pharmacist/Stores Management expert and a Pharmacist/Pharmaceutical Regulation expert.
Objectives of the Pharmacist/Commodities Management Information Systems (CMIS) expert
To develop and implement methods for monitoring the management and consumption of drugs and medical supplies:
* Recommend and the implement a commodities information management system (CMIS) for drugs, reproductive health materials and equipment;
* Develop appropriate manuals and train personnel in CMIS in all health facilities, including warehouses; and
* Ensure the preparation and circulation of timely reports on the stock levels in all health facilities, including warehouses.
Responsibilities
CMIS advisors are expected to enhance commodity management information systems and tools throughout the procurement and distribution process and train personnel and local staff with regards to CMIS.
The CMIS expert will be responsible for: the development detailed implementation plans for CMIS, the design and implementation of the CMIS, the development of forms/manuals and procedures for CMIS, the training of personnel re CMIS (data in putting/analysis/Utilisation) and the establishment of feed back mechanisms on procurement/medicines management info and the establishment of a system for reporting and data utilization.
Qualifications
The Pharmacist/Commodities Information Management Systems expert should have the following qualifications:
* Recognized degree in Pharmacy with specialized training in IT, MIS or the equivalent;
* Minimum 7 years of experience in organizing information systems (forecasting, reporting, etc.) in developing countries;
* At least 3 years of experience in a position of responsibility for commodities information management;
* Experience in projects with similar objectives;
* A good team builder; and
* Fluent in English
Starting date
The starting time is as soon as possible. The project is about to start and we hoped to identify an appropriate candidate before the end of October and obtain Ministry of Health Approval shortly thereafter whereby employment would commence by 1 November (December 1, 2008 at the latest).
