Vacancy: medical devices expert for Central Medical Stores, Khartoum, Sudan

The CMS of Sudan is seeking an expert to support the work of CMS in the area
of medical devices management. The successful candidate will need to build
effective relationships with senior employees within the CMS and different
states. S/he is also expected to play a critical role in the department of
medical technology.

The position shall be based within the CMS, Khartoum, Sudan with direct
reporting to the Director General of CMS.

The CMS prefers a retired expert who has long experience in the management
of medical devices, preferably experience in similar settings.

The successful candidate will be expected to start in April 2014 subject to
obtaining entry visa. The duration of the job is at least 6 months (but
could be extended up to one year).

Main Duties

1. Re-develop the department of medical technology to be more cost-effective
and efficient department.
2. Working closely with the CMS Director General, organize staff and manage
administrative and technical activities concerning medical device supply
chain including product selection; forecasting and quantification of
products; monitoring the fulfillment of orders by suppliers; tracking of
shipments; storage and distribution of products; and logistics management
information systems.
3. Arrange for and assist with assessments of supply chain programs in
Sudan, to determine system strengths and weaknesses and identify technical
assistance gaps that may be addressed by CMS.
4. Develop guidelines and SOPs for all steps in medical device supply chain,
including, for example, selection, specifications, quantification,
purchasing, storage, distribution, maintenance, disposal and so on.
5. Quality Assurance systems for medical device supply chain - this system
will be based on the Model Quality Assurance system for procurement agencies
and its updates. Risk management system with respect to quality of medical
devices in procurement will be developed.
6. Sharing of experience with national staff at CMS and to some extent at
State levels.
7. Identify, support and use CMS capacity to achieve effectiveness and
sustainability.
8. Identify capacity gaps and arrange for appropriate training of field
office staff to adequately equip them with the skills and knowledge required
to accomplish their technical and administrative responsibilities.
9. Together with the CMS Director General, identify, assess and pursue
opportunities for medical devices supply chain and technical assistance
activities in accordance with the targets set out in the CMS Operational
Plan.
10. Provide direct technical assistance, as appropriate within areas of
expertise.
11. Set up and maintain performance management programs including the
establishment of Key Performance Indicators in consultation with the SCMS
Human Resources Manager.
12. Manage, coach, mentor and motivate staff.
13. Arrange team-building activities for staff working at medical technology
department in consultation with the CMS Human Resources Manager.
14. Issues international tender invitations to qualified suppliers,
evaluates quotations, clarifies offers, and negotiates with suppliers as
appropriate.
15. Reviews material specifications and requirements to ensure completeness
and appropriateness.
16. Evaluates suppliers with respect to delivery performance, product
acceptability, and commercial acceptability.
17. Establish work plans and priorities, monitors achievements and evaluates
performance of support staff.
18. Perform other duties as assigned.

Qualifications

1. Post graduate degree in pharmacy, public health, procurement, health
technology, logistics, supply chain management or equivalent education or
equivalent work experience.
2. Significant experience in health technology, with experience related to
health technology logistics or supply chain strengthening.
3. Proven experience of managing public health programs or projects in a
developing country context, with ten years or more senior management
experience preferred.

Work Experience

1. Minimum Ten years of progressively responsible professional experience.
2. Experience in commercial activities with the public or private sector in
developing and industrialized countries.
3. Experience with worldwide procurement, contract negotiations and
administration, combined with broader economic knowledge.
