Asrames asbl is a Congolese non-profit association founded by 7 national and international NGO's, including Cemubac, Damien Foundation, and MSF-Holland, in September 1993. The base for its operations is the North-Kivu province of the Democratic Republic of Congo but it supplies clients throughout the country.
Asrames asbl provides essential drugs and other health products to the more than 300 health structures in North-Kivu and more than 50 institutional clients in the eastern, central and southern part of the DRC. Asrames asbl also repairs, installs and maintains solar energy systems. Asrames asbl collaborates closely with the Provincial Health Inspection as well as the authorities on national level and most other organisations active in the Congolese health sector (FEDECAME, EU, UNICEF, humanitarian NGOs, ECHO etc.). Asrames asbl is a founding member of the FEDECAME, the national association of central medical stores based in Kinshasa
Since two years Asrames asbl functions as a private not-for-profit organisation without direct external donor funding. The organisation is auto-financed.
Asrames asbl is looking for an expatriate director who is going to manage an experienced team of about thirty people and who will head a participative management structure. The director will work under the guidance of the board of directors. The director will have a dual function. S/he will direct the daily operations of Asrames asbl. S/he will also act as a Technical Assistant for the various departments.
Short-term goals are to reinforce the internal pharmaceutical quality assurance system, the internal financial and administrative procedures and the client service and communication as well as to assure that the organisation remains financially viable.
Medium term goals are to prepare the organisation for a national director and assure sufficient technical assistance to further the quality of the supplied services.
The assignment will include regular travel within the territory of the DR of Congo.
Requirements for this challenging task are:
· Good knowledge of the functioning of central medical stores;
· Experience in the management of people, programmes, and organisations;
· Excellent interpersonal, negotiation and diplomatic skills;
· At least four years of working experience in the health sector in a developing country;
· Affinity with the development of local organisations;
· Good knowledge of public health policies;
· Good knowledge of essential drug policies, according to WHO standards;
· Excellent communication skills, including proficiency in French and English are essential, Swahili would be an advantage;
Previous working experience with private essential drug suppliers would be an advantage.
An initial contract will be offered for 18 months with a probation period of six months. The duty station is Goma. Starting date is preferable not later than July 2006. Goma does not offer any primary or secondary educational facilities on European level. A primary school using the Belgium program is operating.
