EMPLOYMENT OPPORTUNITY PROCUREMENT SPECIALIST, ETHIOPIA
The Clinton Foundation HIV/AIDS Initiative (CHAI) is seeking a highly
motivated individual with extensive supply chain management experience and
strong communications skills to fill the position of Procurement Specialist
within its Ethiopia Country Team.
In line with the National Road Map for Accelerating HIV/AIDS Treatment, the
government of Ethiopia is scaling up access to ARV treatment for
approximately 100,000 people including 4,000 children - benefiting from
ARV treatment by the end of 2006. Following the rapid expansion of ARV
treatment, the need to develop a national public health laboratory system to
support the Road Map for accelerating access to HIV/AIDS National Care and
Treatment Plan [MOH, 2004] has been recognized as high priority.
The Ethiopian Health and Nutrition Research Institute (EHNRI) has been
designated to play a leading role in establishing the National HIV/AIDS
Laboratory for the successful implementation of the ART program. CHAI has
been asked by the Minister of Health to support EHNRI with the development
and implementation of an operational plan to manage its HIV/AIDS laboratory
network. The Procurement Specialist will work closely with the EHNRI by
supporting them in rational selection of products; creating forecasting &
quantification models; setting up a comprehensive procurement and
distribution strategy; strengthening quality assurance, equipment
maintenance, and data management; developing program management &
communications structures; coming up with innovative approaches and ideas;
and planning new initiatives as the need arises. Another component for the
Procurement Specialist is to build and support the management capacity
within the Ethiopian Health and Nutrition Research Institute (ENHRI) so that
it can effectively coordinate its partners. In addition, the Procurement
Specialist will provide related input in the Ethiopias 5-year Logistics
Master Plan, which will in the future encompass all procurement & supply
management of health commodities including HIV-related laboratory
supplies in the country.
We seek a highly motivated individual with extensive experience in supply
chain management and HIV-related work in developing countries, strong
analytical capabilities and problem-solving skills. As the Procurement
Specialist will be required to work with government officials and
implementing partners, candidates must have excellent communications and
diplomatic skills. He/she must be able to function independently and have a

The position will be based in Addis Ababa, Ethiopia and will report to the
CHAI Country Director in Ethiopia. Starting date: August 2006.
Skills Required:
- Extensive experience in HIV/AIDS-related supply chain management in
developing countries; experience in supply chain management of HIV-related
laboratory supplies is a plus;
- Background in pharmacy, medical supply management, public health or
(bio)-medical sciences;
- International experience in dealing with government, bi-lateral and
multi-lateral organizations;
- Strong problem solving skills and analytical capabilities;
- Proactive, creative and result-oriented;
- Excellent communications (written and oral) and interpersonal skills;
- High level of proficiency in relevant computer applications particularly
Excel, Access, Powerpoint and Word;
- Strong dedication to improving the lives of people living with HIV/AIDS in
Ethiopia.
