Consultancy on Cost analysis, warranty and services for Tuberculosis Diagnostics Stop TB Partnership- GDF has started to distribute TB diagnostics products for Microscopy in 2008. With the launch of the EXPANDx-TB project funded by UNITAID in 2009, the diagnostics portfolio increased with the inclusion of new TB diagnostic tools.

In 2011, GDF together with the TB REACH initiative has set up the procurement system for Xpert MTB/RIF cartridge products and services. GDF is partners of multiple projects as EXPANDx-TB and TBXpert financed by UNITAID.

Under the framework of these projects, GDF is facilitating discussions between key TB stakeholders and manufacturers of In Vitro Diagnostics (IVD). Stop TB Partnership / Global Drug Facility (GDF) is requesting the assistance of a consultant to provide its expertise in diagnostics cost analysis, leasing scheme, warranty and manufacturer service support in BRICS and developing countries. Objective for GDF would be to propose to key TB stakeholders' different options to purchase or lease equipment, reagent, warranty and services with manufacturers based on a cost and implementation analysis.

Description of duties:The consultancy will focus mainly on two technologies: Genotype MTBDRplus of Hain Lifescience and Xpert MTB/Rif of CEPHEID.

The requested tasks will be to:
-Analyze price structure s and associated services offered by Hain for the Genotype MTBDRplus.
-Propose different options for price structure in consultation with the manufacturers
-Analyze prices and key elements of the after-sales services including warranty and leasing plans proposed by Cepheid for Xpert MTB/Rif-Provide comparison of the different plans with benefits and limitations and recommend options based on country profile (importation rules, local representatives, budget constraints for a selected lists of countries)
-Consult with GDF, relevant TB stakeholders for input on the different analysis and comparisons.
-Provide recommendations for selecting appropriate after-sales services for Xpert MTB/Rif and negotiating prices for the Genotype MTBDRplus

Number of days for this consultancy would be between 20 and 40 days.
Daily rate will be discussed with the selected consultant based on his experience
Experience
The consultant will need to have experience in medical/laboratory equipment and cost comparisons.
