OBJECTIVES OF THE PROGRAMME :
Promotes, coordinates and implements technical cooperation activities aimed at strengthening national capabilities to develop and organize appropriate and accessible health services, specialized programs, and health technologies and to provide essential medicines, vaccines, laboratory services and safe blood.
Description of duties:
Under the direct supervision of the Area Manager Technology and Health Services Delivery (THS), and the general supervision of the Assistant Director (AD), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Participate in the formulation of policies, strategies, plans, objectives, and the methodology for program execution and evaluation, taking into account the countries' needs and the goals and objectives of the Area;

b) Plan, implement and coordinate projects, programs and activities of regional technical cooperation;

c) Coordinate, with the Area Manager, the programming of his/her activities with those other Areas and Units as well as with other organizational units in order to maximize resource utilization;

d) Coordinate the implementation and evaluation of the Unit activities approved by the Area Manager;

e) Coordinate the collection and analyses of the technical and scientific knowledge related to his/her Unit and disseminate it through the Organization, with special attention to meeting the needs of PAHO/WHO Representations as well as national institutions;

f) Promote team work and the establishment of an environment which encourages participation; stimulate program creativity and interest of staff assigned to the Unit, and foster a multidisciplinary approach to the solution of specific problems;

g) Provide the necessary supervision to the Regional Advisors, technical and support staff assigned to the Units at Headquarters and Sub-regional level; provide and/or participate in providing technical supervision to the Unit staff in the field; evaluate and/or participate in their performance evaluation;

h) Promote synergic work within the Unit on legislation, regulation and quality of essential drugs, vaccines, health products and health technologies;

i) Identify together with Unit staff members, both in the technical and support services, their needs for continuing education in order to develop and maintain their technical excellence, and participate in the necessary activities to achieve it;

j) Develop and recommend guidelines, norms, and procedures for the preparation, implementation, and evaluation of PAHO programs in his/her area of expertise;

k) Promote, develop, and advise on services, training and research that meet the needs of member of countries in his/her area of expertise;

l) Promote contact and cooperation with counterpart national and international organizations, stimulate networks of experts, organizations, institutions and collaborating centers;

m) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree from a recognized university, in one of the health sciences related to essential drugs and/or health care technology and a postgraduate degree at the Master's level in a health related profession.
Desirable: A Ph.D. degree would be an asset.

Devising the budget for interventions and cost optimization: Demonstrates initiative and managerial capacity in obtaining alternative sources of financing and in mobilizing extrabudgetary resources for interventions. Acquires adequate funding, based upon the resources allocated in intervention plans.

Thinking, planning and the strategic management of technical cooperation interventions: Evaluates the ideas for interventions in terms of their potential for change and transformation before deciding to execute them. Follows the Organization's strategy in executing technical cooperation interventions in order to generate expected results.

Evaluation of technical cooperation interventions: Evaluates criteria for the interventions at the process, management, and outcome level, in addition to technical cooperation evaluation plans, in keeping with the PAHO's strategic direction.

Resource Mobilization: Establishment of an internal Culture that supports the Organization's strategic direction program of work and the organizational results to enable effective resource mobilization. Supports and makes all efforts to increase the level of resources that are considered necessary for operations. Is capable of negotiating with different types of organizations. Uses the financial and non-financial resources with objectivity. Is able to achieve the goals and results with the resources they have.

Technical Expertise:
Technical: Extensive progressive experience at a senior decision-making level with wide and varied knowledge in the regulation, management, pharmacoeconomics or evaluation of health products or other health technologies. Knowledge of public health problems and health management processes. Monitor and report of program performance; provide authoritative technical advice.

Managerial: Extensive experience in senior, progressively responsible positions in the management of a large public or private administration of administrative matters requiring sensitive negotiation and high level intervention and in organizational development. Management of health administration and knowledge of international legislation. Managerial experience in the identification, definition, and application of broad technical cooperation policies and strategies in one or more of the area of expertise.

Administrative: Skills or experience in resource mobilization and familiarity with financial management, and the creation and integration of administrative platforms for the deliver of the highest quality Finance, Budget, Human Resources, General Administrative and Infrastructure services. Excellent presentation skills, with proven ability to write in English in a clear and concise manner.

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Microsoft SharePoint and Project would be an asset.
Experience:
Essential: Thirteen years of combined national and international experience at a senior scientific or technical level in major programs or activities related to the regulation, management or evaluation of pharmaceuticals and/or health products and technologies. Of these at least three years of experience during which the incumbent has responsibilities in monitoring programs in more than one country especially in developing countries in the field of health policies, pharmaeconomics, national health accounting, particularly identifying health system's expenditures in pharmaceuticals.
  
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
