Dear Kris,

Much as I will agree that taxing people will ultimately lead to
controlling a swelling population, you prescribe some very in-
teresting ideas. I am sure if we analysed the categories that
you enumerated the majority of people who have at least two
children will fall into the category of those who can not afford
to pay. Thus slapping huge taxes on them will further impoverish
them leading ultimately to shortage of food at home and thus
malnutrition which you will agree will make education for all
meaningless as the children will not benefit from the education.
The child will end up being the sufferer in this case. Besides,
majority of the people who have at least two children are in the
informal sector which the governments in the developing world
have difficulty tracking.

The solution in controlling the population I believe is launch-
ing a mass campaign with the view to educating the masses in the
dangers in high fertility to our mothers and thus emphasising
the need for everyone to adopt family planning whether male or
female.

Hey all, I have not been following this argument but from what
Richard says I have a question to ask those involved in the dis-
cussion about population.... is Africa's problem a large popula-
tion or the inability of the population to support itself?

It's very interesting when you look at all the other developed
countries and developing ones in terms of populations over the
last hundred or so years.... they have all been RAISING I think.
Think about that, guys.

And by the way I don't think there are any dangers in high fer-
tility as long as the necessary health care is available.
