"On the Horizon" - Electronic Publications Now Available

"On the Horizon" is an electronic news capsule from the Horizons Pro-
ject, managed by the Population Council:

It is a five-year (1997-2002) global operations research project de-
signed to:
* Identify and test potential strategies to improve HIV/AIDS preven-
  tion, care, and support programs and service delivery.
* Disseminate best practices and utilize findings with a view toward
  replication and scaling up of successful interventions.

1) PEER EDUCATION AND HIV/AIDS: Concepts, uses and challenges

Report of a consultation cosponsored by UNAIDS, Horizons/Population
Council, FHI, Jamaican Ministry of Health, PSI/AIDSMark, PATH, USAID,
and UNICEF.

Peer education has been used in many areas of public health, includ-
ing nutrition education, family planning, and violence prevention.
However, HIV/AIDS peer education stands out owing to the number of
examples of its use in the recent international public health litera-
ture. Global efforts to further understand and improve the process
and impact of peer education in the area of HIV/AIDS prevention,
care, and support have also increased due to its popularity.

This paper discusses the definition of and the theory behind peer
education, and presents the findings of prior efforts to analyse
HIV/AIDS peer education programmes. The paper also presents the re-
sults of the needs assessment and the literature review, and con-
cludes with recommendations aimed at further defining a set of best
practices in the area of HIV/AIDS peer education.

2) ASSESSMENT OF LIFE SKILLS PROGRAMMES: A study of secondary schools
in Durban Metro and Mtunzini Magisterial Districts

The Life Skills and HIV/AIDS Education Programme in secondary
schools, developed by the Departments of Health and Education in
South Africa, is a key strategy in that country in response to the
AIDS epidemic. The program promotes change in adolescents' behaviour
in ways that are intended to reduce risk for HIV transmission.

The study found that the teaching of Life Skills is generally viewed
as important by school principals, yet only a minority of schools in
these two districts offer core Life Skills topics as a regular part
of the curriculum. Whether or not Life Skills topics are taught in
schools is not related to principals' assessment of adolescents' risk
for unintended pregnancy or HIV infection. Most schools do not re-
ceive funds specifically for the teaching of life skills; thus
schools with their own resources are more likely to offer teaching on
main Life Skills topics.

This study is part of the "Transition to Adulthood in the Context of
AIDS in South Africa" research project conducted by the School of
Population and Poverty Studies at the University of Natal-Durban, the
Horizons Project and the Policy Research Division of the Population
Council and the Focus on Young Adults and MEASURE/Evaluation Projects
of Tulane University in New Orleans.
