A good place to start would be the chapter (and references) by Gilson
et al. - Should African governments contract out clinical health ser-
vices to church providers? - in Bennett, McPake and Mills (eds.): Pri-
vate Health providers in developing countries: serving the public in-
terest? Zed Books, 1997. There's a whole section in the book on pub-
lic/private contracts though focusing more on the commercial sector.
Tanzania's Designated District Hospital arrangement is generally felt
to be quite successful, and is covered by legislation under the Grant-
in Aid regulations of 1955 and their review/amendment in 1980. There
are various references in the Gilson et al. chapter, or you could con-
tact Phare Mujinja at the Institute of Public Health, Muhimbili Univer-
sity College of Health Sciences, Dar es Salaam who has worked in this
area.
It might also be worth contacting Dr Rik Peeperkorn who covers Malawi
and Zambia for DGIS/Netherlands for up to date information on thinking
in Zambia on this issue as I know it has come up in the past. There is
currently a Memorandum of Understanding between the Ministry of Health
and the Churches Medical Association of Zambia.
