RFI: Intersectoral Collaboration (3)

Patience and AFRO-NETS colleagues,

I am also working on intersectoral issues here at CIDA, trying to de-
sign programme tools to promote intersectoral programming in reproduc-
tive health and education. In my research so far, I have run across the
same problem you have -- lack of information. However, you may wish to
try some of the UN agencies (UNICEF and UNDP come to mind) and some of
the larger NGOs such as Oxfam.

I know that UNICEF in Mali is trying an intersectoral, rights-based ap-
proach in its current programme, with programmes in the area of sur-
vival, development, protection, social planning and advocacy. One of
the challenges it is facing is that although it is now working inter-
sectorally, the Govt. of Mali is still organised along sectoral lines
(e.g. Min of Health, Education, etc.), as are most development part-
ners. It can make it difficult to collaborate and work effectively
across sectors.

Another challenge is the usual one: changing people's ways of thinking.
People have always thought sectorally, and it will be a challenge to
get them to alter this way of thinking and adopt a broader, more holis-
tic approach that questions past ways of working. The current trend to-
wards human rights-based programming may help the evolution along this
path.

If anyone has any ideas on how we could encourage/promote more inter-
sectoral programming, I'd be interested in hearing them.
