We have just published the 5th issue of the SciDev.Net Africa
newsletter. This time the focus is on science and technology
within universities. Higher education has a crucial role to play
in realising socio-economic change in sub-Saharan Africa and our
newsletter shares the latest news, views and opinions. It also
provides links to other initiatives focused on strengthening
universities.

Higher education: the bedrock of development

After two decades of neglect, African universities are back on
the international aid agenda. Akilagpa Sawyerr, secretary gen-
eral of the Association of African Universities (AAU), is one of
Africa's chief advocates on the role of science and education in
assisting development and he offers his views on ways forward.

Building communication skills

Links between university-based scientific researchers and policy
makers are crucial to development. Marina Joubert reports from
South Africa on efforts to bridge the gap.

Science success from the ashes of war

How has war-torn Rwanda managed to build a scientific institute
that has been hailed: 'a superb example of building African ca-
pacity' by UK secretary of state for international development,
Hilary Benn? Silas Lwakabamba, the founding rector of the Kigali
Institute of Science and Technology, explains.

The science of soccer

Osita Ogbu, the executive director of the African Technology
Policy Studies Network, has suggested Nigerian scientists work-
ing overseas should follow similar rules that apply to interna-
tional footballers and be drafted home for periods of S&T col-
laboration.

Hailemeskel Bisrat does just this. Bringing the diaspora home
outlines how, as an Ethiopian scientist working in the United
States, Bisrat returns regularly to Addis Ababa to pass on his
knowledge and experiences.

Fresh hope for Ugandan universities?

Peter Wamboga-Mugiray reports on the challenges faced by Ugandan
universities in the light of recent changes in government policy
towards scholarships for science students.
