Training and per diems

Dear colleagues,
most of the training activities are constantly dealing with a problem
called "per diem". There is a great difference between the necessary
compensation for extra expenses for the trainee, the intention to give
an incentive to the trainee (and sometimes to the trainers from central
level) and the deviation that you can find in some settings, that per
diems for training activities become a main factor for improving the
bad salary situation.
UNDP and UN organisations have sometimes played a successful role in
co-ordinating the diverse practices of donors, special programmes and
NGOs. I am interested in learning from some of these successful prac-
tices, the rationales developed in order to convince the different par-
ties involved and concrete design of strategies to overcome dysfunction
in this part of the human resources management.
I am working in Togo with a Worldbank financed health project. We want
to assess this problem in order to prepare orientations for the deci-
sion makers. I would be glad to read from you if anyone has a conclud-
ing experience to share.
