I have heard that a similar situation is happening in Cameroon - once a citizen visits a doctor or a pharmacy s/he comes back with a load of prescription or medicines. This tactic is used by the medical practitioners to meet their financial bottom lines rather than patient interest.

Gone are the days that one could receive only simple medical advice or education when a consultation did not warrant a prescription.
