Consultants for Health and Development (CHD), is a Netherlands
based international consulting group, specialized in public health and
development. Aim is to support institutions and agencies in developing
countries in planning, research, implementation, monitoring and evaluation
of public health and public health related development questions. CHD has
been established in 1994 as a partnership of several public health
consultants, who each have up to 15 years of professional experience with
developing countries. CHD offers high-quality consultancy services to
governments, non-governmental organizations, bi- and multilateral
organizations, and financing agencies such as the World Bank and the
European Union.

CHD assists the Association R�gionale d'Approvisionnement en
M�dicaments Essentiels (Asrames asbl) which operates in the North-Kivu
province of the Democratic Republic of Congo (ex-Za�re). Asrames asbl is a
Congolese non-profit association founded by 7 national and international
ngo's, including Cemubac, Damien Foundation, and MSF-Holland, in 1993.
Every month on a cost recovery basis Asrames asbl provides essential drugs
to more than 200 health structures. Asrames asbl also organises public
health training for health staff, organises regular supervision of these
health structures in collaboration with the Provincial Health Inspection,
is responsible for the maintenance of more than 220 solar energy systems in
the region, and promotes public health awareness. Asrames asbl collaborates
closely with the Provincial Health Inspection, WHO, UNICEF and various
other organisations active in the eastern part of the DR of Congo.

On behalf of Asrames, CHD is now looking for an expatriate director
who is going to work closely with an experienced team of about twenty
people and who will head a participative management structure. The director
will prepare Asrames asbl to become an integral part of the health
structure in the North-Kivu province, establish a full cost recovery system
in the province, assure the application of a sound public health policy
through the activities of Asrames asbl, and assure training for the
management team. The assignment can include regular travel within the
territory of the DR of Congo.

Requirements for this challenging task are:
� good knowledge of public health policies
� good knowledge of essential drug policies, according to WHO standards
� experience in the management of people, programmes, and organisations
� excellent interpersonal, negotiation and diplomatic skills
� at least four years of working experience in the health sector in a
developing country
� affinity with the development of local organisations
� excellent communication skills, including proficiency in French and
English are essential, Swahili would be an advantage
� the ideal candidate would not be younger than 35 years

An initial contract will be offered for two years with an attractive
salary. The duty station is Goma. Starting date is preferable not later
than April 1998. Goma does not offer any secondary educational facilities
on European level. A Belgian primary school will start operating shortly.
