Programme of the WHO Regional Office for Europe is looking for an
expatriate adviser to be based in Tajikistan, who will assist the
National Pharmaceuticals Taskforce in this country. The advisor will
work under supervision of the Coordinator of the WHO pharmaceutical
project in Tajikistan and the Head of the local WHO office. Terms of

TERMS OF REFERENCE

Expatriate Resident Adviser to National Pharmaceuticals Taskforce in
Tajikistan

WHO has been supporting pharmaceutical sector reform in Tajikistan
during past years through ECHO and United Kingdom DFID funded
projects. A National Pharmaceuticals Taskforce (NPT) was established
in May/June 1999. The NPT is working under the guidance of a WHO
coordinator who has been visiting the country regularly.

NPT activities during the past year included issue-based national
workshops, carrying out a national assessment of the pharmaceutical
sector, including a drug prescribing survey in a sample of hospital
out-patient departments. On the basis of data gathered a draft
Masterplan and action plan for development of the pharmaceutical
sector has been prepared.

The WHO Special Project on Pharmaceuticals in NIS, Pharmaceuticals
Programme of the WHO Regional Office for Europe is looking for an
expatriate adviser who will be based in Tajikistan and assist the
National Pharmaceuticals Taskforce. The advisor will work under
supervision of the Coordinator for the WHO pharmaceutical project in
Tajikistan and the Head of the local WHO office.

Requirements

Terms of reference:
   To advise and support National Pharmaceutical Taskforce in
   implementation of various project activities (national drug policy,
   rational drug use, drug economics, education, drug management);
   develop national capacity to reform the pharmaceutical sector of
   Tajikistan.

   Specific tasks include (but are not limited to):
   - contributing to Ministry of Health efforts to develop the
   pharmaceutical sector of Tajikistan;
   - implementing a plan of action, based on the recently prepared
   Masterplan for development of the pharmaceutical sector;
   - monitoring the implementation of these activities;
   - regular reporting on project results;
   - collaborating closely with all relevant agencies and NGO's
   involved in the pharmaceutical sector in Tajikistan (World Bank,
   EU, PSF, MSF, Save the Children's Fund, etc.) and securing their
   active involvement in the developmental efforts within the WHO
   project;

Experience:
   The successful candidate would have broad knowledge and
   experience in the pharmaceutical sector, specifically within the
   areas of: drug policy, drug regulations, quality control, drug
   information, economic aspect of drug supply, distribution system,
   with hands-on experience and proven track record of results, good
   advisory and communication skills and a practical approach.
   Experience in transitional countries would be an advantage.

Language:
   Good knowledge of English (ability to write reports). Knowledge of
   Russian, or another Slavic language - with good understanding of
   Russian - would be highly desirable.

Duration:
   The initial contract will be until the end of August 2000, with a
   possibility of extension.

Other issues:
   Start as soon as possible. Willing to stay for a longer period in
   Tajikistan. Good computer literacy required.
