Position: Chief of Party/ Consultant - USP PQM in Philippines
Qualification Standards:

1. Graduate Master's Degree or higher.

2. With a bachelor's degree in health sciences or public health with
minimum of five (5) years of experience in leading and managing
activities with excellent skills in different techniques for data
collection, statistics and analysis, evaluation and research studies.

3. Experience in dealing with NGO, LGUs, DOH and Donors is required.

4. Excellent oral and written communication skills in English required.

5. Good computer skills with demonstrated use of word processing,
spreadsheet and presentation software (e.g., Microsoft Word,
Excel, Power Point).

6. Excellent interpersonal skills and ability to work in a multi-cultural
environment.

7. Excellent organizational, analytical, and time management skills and
strong attention to detail.

Report to: Program Manager for Philippines program; Manager for
Asia programs and PQM senior management.

Overview: Under the guidance and supervision of PQM management, the
Chief of Party (COP) will manage, supervise and coordinate the local PQM team to implement program activities in Philippines as indicated in the work plan approved by USAID. In addition, the COP will help PQM HQ to facilitate the accomplishment of programmatic objectives with the established local presence.

Major Duties and Responsibilities:

1. Be responsible to manage, supervise and coordinate the local PQM
technical/admin team (field office) to implement program activities.

2. Develop and maintain strong relationships with the USAID mission,
country stakeholders and partners in the Philippines.

3. Develop work plan for PQM management review/submit to the USAID
mission in timely manner

4. Prepares progress reports (quarterly report, annual report, and
month updates of progress to PQM HQ and a summary update to the USAID
mission regularly.

5. Provides new ideas and technically sound guidance to develop,
monitor and evaluates work plan activities.

6. Represent PQM as required in scientific and technical
conferences/meetings in the country, around the region, and at
international level when necessary.

7. Be responsible to provide technical supports and guidance to the
in-country PQM team including technical advisors, the legal, financial, and
administrative support personnel.

8. Be responsible for local PQM field office daily operation and
yearly function.

9. Proactively and consistently in assisting PQM HQ to task any
related issues and contribute the solutions

Key Deliverables (annually):

1. Develop, strengthen, and manage USP/PQM's local field office/team
in the Philippines to become as a strong unit in implementing Work Plan's
objectives/goals.

2. Continue providing technical assistance and support to Philippines
national TB control program to decrease national TB morbidity and mortality
rates and promote public health.

3. Work closely with country stakeholders/partners including FDA, TB
control program, IMPACT, SIAPS, NC-PAM for anti-TM medicines QA/QC system
strengthening and the capacity build.

4. Create and enhance the synergy through partnership with other
implementing partners including private and public sectors for their
support and cooperation to PQM's projects in the Philippines.

5. Help PQM's GMP specialists in communicating with local TB
manufacturers and coordinating PQM technical assistance to local
manufacturers specifically on second line anti-tuberculosis medicines
towards WHO GMP/WHO PQ.

6. Be available to present program progress and achievements,
challenges and potential obstacles, solutions and new ideas for new funding
opportunities and effectively performing PQM tasks.

7. Prepares monthly summary updates and progress report to PQM HQ and
USAID mission.

8. Ensure the Philippines USP field office strictly follows the
business code of ethics and comply with all the regulations, policies and
laws
