E-drug: Re: TheNetwork's Campaign Against GST on medicines

To my mind, this seems to be yet another example of a
well-intentioned legal/regulatory pronoucement (i.e., "... Every
[registered] drug shall be produced in sufficient quantity so as to
ensure its regular and adequate supply in the market.... The
manufacturer of any drug shall not, without prior approval of the
registration board, be discontinued for period which may result in
its shortage.") that fails for lack of a legal structure capable of
enforcement.
I would be interested to know if the legal/regulatory system in
Pakistan has ever issued an order which would effectively bar a
manufacturer from discontinuing production without approval. Has
the drug registration board ever given such approval?
