COORDINATOR-DESIGNATE
Health Action International Asia-Pacific (HAIAP) is the Asia-Pacific arm of HAI, an independent global network working to increase access to essential medicines and improve their rational use through research excellence and evidence-based democracy. HAIAP was established in 1986 in Penang, Malaysia and is currently based in Colombo, Sri Lanka. It is registered with the Government of Sri Lanka as an international non-governmental organisation under the Ministry of Social Services.
Applications are invited from prospective candidates residing in the Asia-Pacific region for the following post which is based at the HAIAP offices in Colombo, Sri Lanka:

JOB DESCRIPTION AND CONDITIONS
The successful applicant and will provide assistance to Dr K Balasubramaniam, the HAIAP Advisor/Coordinator, in all of the following areas:
Project Management -
* Plan, implement and monitor project activities as described in the project proposal;
* Adapt the proposed budget to a working budget once funding has been secured;
* Ensure that project funds are used exclusively for the purpose of the project as described in the project proposal;
*Prepare periodic funding reports and ensure the timely reporting to donors;
*Authorise payments relating to the project;
Project Development -
* Prepare global project proposals in collaboration with other HAI regional Coordinators;
* Prepare regional project proposals and submit to potential funding agencies for co-financing;
* Keep abreast of new issues and areas of concern and incorporate into programme area;
Network Development and Capacity Building -
* Identify major areas of concern in the area of health and pharmaceuticals, and develop focus and direction of the network;
* Maintain regular communication and contact with members;
* Keep track of members not involved in the network and develop plans to systematically involve them actively in the network;
* Organise meetings, seminars, conferences and the other training activities
* Attend HAI Steering Group meetings;
* Attend HAI regional Coordinators' meetings;
* Formulate, develop and implement international campaigns
Office Management -
* Recruit and supervise project staff with due consideration to the level of funding obtained;
* Authorise payments for office expenditure;
* Ensure the upkeep of office procedures
Advocacy -
* Attend and speak at meetings as required and lobby decision-makers;
* Develop and oversee HAI-Asia Pacific's representation at national, regional and international fora
Advisory -
* Undertake desk and field research on issues of importance to the Asia-Pacific region and the network;
* Formulate policies for HAIAP and HAI;
* Represent HAIAP at national, regional and international fora;
* Assist, advice and support members in developing their policy/campaigning capacity on health and pharmaceutical issues;
* Provide advisory services on request to other institutions, based on research carried out
Minimum Qualifications -
* Degree in one of the health sciences or social sciences preferably with postgraduate degree from an accredited institution;
* Work experience/specialized studies/ training in medicines policies, access to medicines, rational use of medicine and pharmaceuticals services for a period of 10 years;
* Previous NGO experience;
* Excellent understanding of the socio-economic conditions in the Asia Pacific;
* Good understanding of the specific health needs of the poor, the vulnerable and the marginalized;
* Excellent English-writing, presentation and electronic communications skill
Terms of Employment:
The successful candidate will be given an initial contract for a period of two years and upon satisfactory performance will be promoted as the Regional Coordinator of HAIAP, taking over from Dr K Balasubramaniam the present Advisor and Coordinator. Salary is negotiable. A work permit will be obtained for expatriate staff.
