Background
Euro Health is a Danish-based health consultancy firm and not-for-profit
group working mainly within the field of health care providing technical
assistance and support across the globe. Our projects emphasize solid
planning and management based on participatory approaches that strive to
reach consensus between all relevant stakeholders including the
beneficiaries and build their capacity while fostering a sense of ownership.
We strongly encourage the use of national technical expertise and local
professional staff when providing technical assistance as a means of
transferring knowledge and skills while simultaneously building
institutional and professional capacity.

Established in 1990, EHG has successfully implemented over 200 projects
under agreements with all major bilateral and multilateral development
agencies in Africa, Asia, the Middle East, South East Europe and the
countries of the former Soviet Union. Euro Health has developed an extensive
worldwide collaborative network, with links to Universities, research
institutions, schools of public health and professionals.

Euro Health has been contracted to operate as both health commodities supply
chain agent and capacity building agent for the United Nations Development
Programme in Southern Sudan. The project is funded by the Global Fund to
fight against Aids/HIV, Tuberculosis and Malaria.

For this project, Euro Health has the following vacant position to be
Monitoring & Evaluation and Capacity Building Coordinator, based in Juba,
Southern Sudan

GENERAL RESPONSABILITIES

Under the supervision of the programme coordinator, The M&E (monitoring &
evaluation) and Capacity building coordinator is responsible of all capacity
building activities on the mission for partners (NGOs, Ministry of Health…).
He/she is also in charge of the monitoring and evaluation activities carried
out during the field visits.

SPECIFIC RESPONSIBILITIES & TASKS:
1. Build the capacity of the Global Fund Pharmaceutical support
officers team

* To design the organization of the M&E and Capacity building
service and propose a strategic plan with the development of capacity
building activities.
* To supervise the training of the pharmaceutical support team in
Juba.

2. To supervise coordinate the M&E activities:

* To supervise, approve the planning and organization of field visits
proposed by the pharmaceutical support field team and the programme
coordinator
* To review the field visit reports and to send it to stakeholders
(donors and NGOs).
* To design and improve the reporting system that compiles the datas’s
collected during the field visits
* To develop new harmonized tools for monitoring & evaluation.
* To carry out field visits with new staff to assess the needs in
training to supervise the work of the staff in the field, to meet NGO field
coordination staff and to continuously assess the relevance of M&E and
training tools.

3. To supervise coordinate the Capacity Building activities:

* To propose a strategic plan with the development of capacity
building activities on UNDP projects.
* To ensure that EuroHealth follows this capacity building strategy in
all its projects.
* To ensure that the MoH takes parts in the formulation of this the
capacity building strategy and endorses it.
* To elaborate and continuously improve the training modules and
training activities in collaboration with all stakeholders
* To organize training workshops for health workers with the Ministry
of Health ofnpharmaceutical management.

4. To manage the field department activities

* To ensure a proper filing system for his/her service.
* To ensure a monthly reporting to the Programme coordinator
* To set-up and follow-up the Action Plan and the indicators of the
capacity building and M&E activities.
* To annually review and report the performance of the pharmaceutical
support officers.
* To ensure the harmonization of Euro Health tools with the MoH and
pharmaceutical stakeholders.
* To participate to the monthly department meeting.

5. Provide internal and external technical support

* To provide pharmaceutical expertise to all projects.
* To provide on request input on quality assurance issues to the
Programme coordinator and the Headquarters.
* To provide Technical advice to the Head of Mission and the in
writing new proposals and country strategic planning
* To Provide Technical support to MoH on capacity building and
pharmaceutical operations.

6. Assess the pharmaceutical needs for possible new projects in
designated areas.

* To participate to a strategic approach for the mission
implantation development in Southern Sudan.
* To carry out specific needs assessment in Southern Sudan in order
to develop the project portfolio of the mission.
* To write needs assessment reports and proposals on request of the
Head of mission
* To prospect and propose new project activities.

Requirements :
* Qualified pharmacist preferred.
* Minimum two years of experience in logistics and pharmaceutical
management in developing countries.
* Experience in training on pharmaceutical management
* Willingness to travel to the field in remote areas (approx. 20% of
the time)
* I.T. skills
* Ability to write accurate reports and make presentations.
* Management experience
* Good communication skills
* Good organization skills
