The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global
public/private partnership dedicated to raising and disbursing large
amounts of additional finance to prevent and treat the three pandemics.
The Global Fund has so far committed more than US$15 billion to over 740
programs in 140 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat
manages the grant portfolio, including executing Board policies,
disbursing money to grant recipients and implementing performance-based
funding of grants. The Secretariat is also tasked with resource
mobilization; providing strategic, policy, financial, legal and
administrative support and overseeing monitoring and evaluation. It is
based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected

The Affordable Medicines Facility - malaria (AMFm) is an innovative
financing mechanism designed to expand access to affordable
artemisinin-based combination therapies (ACTs), thereby saving lives and
reducing the use of inappropriate treatments. The AMFm will make ACTs
more available and affordable across the public, private and
not-for-profit sectors. Country-specific programs of essential
supporting interventions will support safe and broad access to these
cheaper ACTs.

The launch of the AMFm will be phased, beginning with a limited number
of countries and will be assessed via an independent technical
evaluation. The findings of this evaluation would be reviewed by the
Global Fund Board in 2010 to decide whether to proceed to global roll
out of the AMFm.

To facilitate the launch and management of the AMFm, the Global Fund
seeks a Technical Officer, Monitoring, Evaluation and Operations
Research who will:

* Facilitate the monitoring and evaluation of AMFm Phase 1
* Conduct operational research support for AMFm Phase 1
* Provide support to Monitoring and Evaluation Technical Advisory Group
* Support the Senior Technical Officer in overseeing the work of the
independent evaluator of AMFm Phase 1

Key Responsibilities and Accountabilities

In collaboration with the Monitoring & Evaluation Unit and Monitoring &
Evaluation Reference Group (MERG); liaising with the Performance &
Effectiveness Unit and Country Programs Cluster, the incumbent will:

* Contribute to the development of the framework, questions, indicators,
methods for M&E of AMFm Phase 1
* Contribute to the pharmaceutical quality assurance/quality control
activities of AMFm
* Develop country guidance on M&E requirements for AMFm Phase 1
* Support the development of TORs, the RFP process and hiring of
contractor for independent evaluations
* Contribute to the development of operations research framework, identify
and negotiate priorities, workplan and liaise with key partners (e.g. CHAI,
Gates Foundation, etc)
* Monitor the quality of the data produced by M&E efforts (including
in-country M&E systems, OR and independent evaluation)
* Support the Senior Technical Officer, M&E Coordination in liaising with
the M&E Technical Advisory Group (TAG) providing TORs, logistics and
communications
* Provide proactive facilitation of dissemination of lessons learned with
the AMFm Unit and with all appropriate units of the Global Fund Secretariat.

PERSON SPECIFICATION

Qualifications and Membership

Essential:

* Advanced university degree in relevant discipline, including pharmacy,
public health, health system management, epidemiology, public
administration, international development or related field. A first
level university degree with a relevant combination of academic
qualifications and experience may be accepted in lieu of the advanced
university degree.

Experience

Essential:
* Five to six years progressive professional and practical experience
including developing country experience in planning management in the health
sector or related fields
* Experience in design, monitoring, implementation and analysis of large
scale M&E projects, ideally concerning malaria
* Experience in monitoring and evaluating pharmaceutical initiatives, with
expertise in managing household and facility surveys

Desirable:
* Pharmaceutical quality assurance and quality control
* Field experience with programmatic data and experience of working with
complex databases would be an advantage.

Technical skills and competencies

Skills:
* Strong project management skills with the ability to plan, organise,
coordinate and implement work inputs from several sources and partners, and
manage the delivery of multiple services
* Excellent analytical and communication skills, capable of developing and
maintaining effective working relations across teams and organizations
within an international and multi-cultural working environments
* Excellent team working skills, as well as the ability to work with a
variety of partners and to reach consensus
* Sound knowledge of evaluation methodology including frameworks, best
practices, tools, data quality assurance, analysis, reporting and data use;
* Proven negotiation and project management skills.

Competencies:
* Excellent knowledge of M&E principles and practices and the development
and implementation of M&E frameworks and systems
* Well developed ability to synthesize information from different sources,
identify key themes and issues and communicate them clearly and directly
* Proven support to decision-making in a complex multiple-stakeholder
environment
* Ability to actively listen and facilitate solutions to complex challenges
* Track record to work well in a team environment
* Ability to travel on a regular basis.

Languages
