Management of Community-Based Services in Reproductive Health

BACKGROUND

Community-Based Reproductive Health (CBRH) has developed from
an alternative delivery system for family planning to a main-
stay of the post-ICPD reproductive health (RH) agenda for de-
veloping countries.

Two organisations, GTZ and CAFS have varied complementary ex-
perience in the work of CBRH services. Over the last decade,
GTZ-funded RH projects have increasingly turned to community-
based services as an effective and efficient means of service
delivery to disadvantaged target groups. Several GTZ projects
in Africa have trained and mobilised thousands of volunteer
CBRH workers. CAFS has a decade of experience in training man-
agers for such programmes. Now the two organisations have
joined hands to plan and mount this course entitled "GTZ/CAFS
Course on Management of Community-Based Services in Reproduc-
tive Health".

RATIONALE

Specialised management skills are required to meet the chal-
lenges of integrated reproductive health services. This
course addresses the particular management and service deliv-
ery skills needed to plan, implement, supervise, monitor and
evaluate community-based reproductive health programmes. It
also aims at enhancing community participation in reproductive
health programmes. A strong emphasis is placed on the practi-
cal aspects of management, in particular monitoring and
evaluation systems.

* Sustainability of CBRH programmes
* Report writing

SPECIFIC OBJECTIVES
a) Planning
To enable participants to:
* carry out needs assessments in reproductive health
* write proposals and supporting budgets
* understand and operationalise RH indicators
* understand community dynamics and sensitise and mobilise the
  community towards RH needs
* be familiar with essential tools of managing a CBRH project

b) Implementation and Evaluation
To enable participants to:
* use mechanisms to recruit the most appropriate train-
  ers/supervisors and volunteers
* ensure high quality training of trainers and volunteers
* design and implement a supervision system
* develop and use IEC effectively
* implement an effective monitoring and evaluation system,
  particularly:
  - carry out rapid baseline/follow-up surveys at community
    level
  - design and implement a management information system (MIS)
    for CBRH
* write effective reports

TUITION

US$ 1,700

Tuition covers accommodation, bed and breakfast, lunch and two
tea-break teas. It also covers administrative and instruc-
tional costs, course materials and supplies, health insurance,
transport to and from field site, airport pick up and drop off
and certificate awards.

Air Travel and Per Diem

Airfare, transit expenses and per diem is the responsibility
of the sponsoring organisation. Per diem will differ according
to the policy of the funding organisation. Funding agencies
are advised to provide a minimum of US$ 20 to cover partici-
pants' supper and out of pocket expenses.

ACCOMMODATION
All participants will stay in the accommodation facility iden-
tified by CAFS and GTZ.

TRAINING METHODOLOGY

The training approach will be flexible and will apply a combi-
nation of training methodologies ranging from lectures, small
group discussions, case studies, role-plays and individual
reading. Participants will interact with communities in one of
the GTZ project sites in Kenya during a one week fieldwork.
This will enable them to undertake a community survey and
learn practical aspects of project implementation.

AUDIENCE

While the course is aimed mainly at managers, supervisors and
co-ordinators of GTZ-CBRH projects world wide, the course is
also appropriate for co-ordinators of community-based projects
in government and NGO sectors.

Applicants are advised to seek financial assistance from bi-
lateral and multilateral agencies and organisations operating
in their respective countries. All participants are advised to
ensure that payments are made by the sponsoring agency before
the training programme begins.
