New Book on Health Sector Reforms (in German)

Dear colleagues,
I am happy to announce the publication of my new book
Flessa, Steffen (2002): Gesundheitsreformen in Entwicklungsl�ndern -
eine kritische Analyse aus Sicht der kirchlichen Entwicklungshilfe.

I start with a detailed analysis of the goal system of church-related
health care in developing countries. Based on biblical values I con-
cluded that churches should support health reforms which increase af-
fordability, quality, sustainability, participation and stewardship.
The next chapter discusses a case study from Tanzania and analyses
whether the hospital services of the Evang. Luth. Church have
achieved these targets. I have to conclude that they failed. There-
fore, the next chapter analyses different reform alternatives, such
as rationalisation, health insurance, donations and Primary Health
Care. I conclude that even the best reforms won't sustain church-
related health services unless funds are re-allocated towards lower
levels of health care, in particular prevention and dispensaries.
The next chapter discusses health sector reforms as a dynamics proc-
ess. The consequences of the epidemiological transition on the opti-
mum allocation of health care resources are pointed out. Finally the
book closes with a detailed analysis why Primary Health Care has
hardly been implemented in church-related health care.
I am sure that this book is not only helpful for churches but for
everybody interested in health care in developing countries.
