UNICEF, the world's leading organization working for the rights of
children, seeks a Contracts Manager, for our Supply Division, based in
Copenhagen, Denmark. The successful applicant will, under the general
guidance of the Chief, HIV/AIDS Health Centre, be responsible for the
planning, development and procurement strategies for HIV/AIDS and malaria
supplies, including contract implementation and management, monitoring of
supplier performance, worldwide market research and long term procurement
planning in order to achieve the most cost-effective means of procurement.
The future incumbent of the Contracts Manager position will also be
responsible for promotion of developing customer and donor relations for
HIV/AIDS and malaria commodities through Procurement Services (PS) from
Supply Division.

The duties include:
   Responsibility for leading a group of professionals and support staff.
   Establishing work plans and setting priorities and measurable objectives
   for workload management. Ensuring team compliance with
   accountabilities. Providing on-going review and feedback on team
   performance, including required corrective measures. Providing guidance
   for business development strategy.
   Managing procurement of commodities; including proposing method of
   purchase, LTAs, Regional Procurement, Direct order etc. Ensuring all
   procurement activities are in compliance with the UNICEF Financial Rules
   and Regulations, Supply Division manual and all other applicable
   procurement procedures. Involvement in complex negotiations and
   resolving sensitive matters with the industry.
   Providing support to Country Offices in guidance to requisitioning
   Country Offices/Regional Offices concerning contractual conditions for
   purchasing. Providing support to Country Offices in marketing and
   promotion of PS, including identification of PS opportunities.
   Assisting the Country Offices by advising and discussing PS with
   partners. (GOs, NGOs, IFIs)
   Working in close contact with the business process team in the
   Director's Office, defining system and reporting requirements, training
   needs and ensuring implementation.
   Working in close contact with the other centres in the Division,
   Procurement Services, Warehouse, Quality Control and Finance to ensure
   pulling in of information needed and the implementation of the
   procurement cycle.
   Responsibility for directly handling complex transactions from point of
   receipt to completion, the complexity to be jointly defined by the
   Chief, staff member and the other Supply Division Officer(s).
   Participating in the negotiation of MOUs, ensuring compliance of the
   request with Division Procedures and Policy.
   Releasing/signing cost estimates, purchase orders and LTAs, ensuring
   that standards are complied with and that information is accurate with
   all relevant supporting documents in the file.
   Setting up clearly defined working procedures for the standardization of
   the day-to-day processing of requests, including standard responses to
   customers, letters and screening procedures in liaison with the other
   Contracts/Procurement Services Officers.
   Identifying training and information needs to improve customer service
   and reduce processing lead times.

Qualifications and Competencies:
   Advanced university degree in Public Administration, Business
   Administration or Management, International relations or related field.
   Minimum eight (8) years of professional work experience at the
   international level in public and/or private sector in a managerial
   capacity. Experience working in a multi-cultural environment and/ or
   developing country situation.
   Knowledge of worldwide public procurement, contract negotiations and
   administration.
   Current knowledge of the latest developments and technology in the field
   of work.
   Ability to resolve difficult, complex and sensitive situations.
   Good analytical and negotiating skills.
   Ability to clearly and concisely express ideas and concepts in written
   and oral form.
   Proven ability to conceptualize, innovate, plan and execute ideas as
   well as transfer knowledge and skills.
   Demonstrated analytical ability and capacity to develop strategies,
   take informed decisions while working under pressure.
   Leadership and teamwork abilities.
   Good negotiating, communication and advocacy skills.
   Ability to work in a multi-cultural environment and establish harmonious
   and effective working relationships.
   Able to work independently and problem solving oriented.
   Computer skills, including internet navigation and various office
   applications.
   Fluency in English and proficiency in another UN language is required.

The contract duration is for one year and contract renewals will be subject
to availability of funding.
