UNICEF, the world's leading organization working for the rights of
children, seeks a Contracts Specialist (RBM) for our Supply Division, based
in Copenhagen, Denmark. The successful applicant will be responsible for:
the planning, development and implementation of a segment of procurement
(mosquito nets, insecticides) including contract programming, worldwide
market research and long-range procurement planning in order to achieve the
most cost-effective means of procurement. The future incumbent will be
responsible for overall coordinating and support for planning and
forecasting processes in the HIV/AIDS & Health Centre. The estimated
procurement value is USD 60,000,000 per annum.
The duties include:
· Managing procurement of materials; including proposing method of
purchase- LTAs, Regional Procurement, Direct Order, etc.
· Ensuring all procurement activities are in compliance with the UNICEF
Financial Rules and Regulations, Supply Division Manual, and all other
applicable procurement procedures.
· Providing advice /guidance to requisitioning Country/Regional Offices
concerning contractual conditions and supplier appraisals for purchasing of
products/services.
· Coordinating, forecasting and planning in the HIV/AIDS and Health
Centre and working with countries and donors to establish and monitor the
forecast.
· Involvement in complex negotiations and resolving sensitive matters.
· Undertaking consultant or audit missions to field offices as
requested.
· Preparation and negotiation of Memoranda of Understanding and
obtaining of approvals.
· Reviewing material specifications and requirements, in collaboration
with The World Health Organization (WHO), to ensure completeness and
appropriateness.
· In partnership with Supply Division Quality Assurance and Technical
Centres, evaluating suppliers with respect to delivery performance, product
acceptability and commercial acceptability.
· Performing as a liaison in communicating with other Supply Division
Centres regarding implementation of procurement cycle.
· Establishing work plans and priorities, monitoring achievements and
evaluating performance of support staff.
Qualifications and Competencies:
· Advanced University degree in business administration, commerce or
law or technical field required.
· Minimum eight years of progressively responsible professional
experience including at least three at the international level.
· Experience in commercial activities with the public or private sector
in developing and industrialized countries.
· Experience with worldwide procurement, contract negotiations and
administration, combined with broader economic knowledge.
· Proven ability to plan, manage and monitor the effective use of
financial and material resources.
· Excellent analytical and negotiating skills.
· Proven ability to resolve difficult, complex and sensitive
situations.
· Proven ability to conceptualize and clearly and concisely express
ideas in written and oral form.
· Ability to initiate and manage change in a diverse environment.
· Ability to supervise and direct a team of support staff.
· Ability to establish harmonious work-relationships with colleagues in
an international and multicultural environment.
· Good knowledge of computer applications.
· Fluency in English and another UN language required.
