UNICEF, the world's leading organization working for the rights of
children, seeks a Contracts Manager, for our Supply Division, based in
Copenhagen, Denmark. The future incumbent will, under the general guidance
of the Chief of the HIV/AIDS & Health Centre, be responsible for planning,
development and procurement strategies for supplies, including contract
implementation and management, monitoring suppliers' performance, worldwide
market research and long- term procurement planning in order to achieve the
most cost-effective means of procurement.
The duties include:
Responsibility for leading a group of professionals and support staff.
Establishing work plans and priorities, monitoring achievements and
evaluating performance of staff.
Managing procurement of materials; including proposal of supply strategy
and method of purchase; LTA's, Regional Procurement, Direct Order, LPA
etc.
Conducting contracts management to ensure supplier compliance to LTA's
and purchase order terms and conditions.
Ensuring all procurement activities are in compliance with the UNICEF
Financial Rules and Regulations, Supply Division Manual, and all other
applicable procurement procedures.
Providing advice/guidance to requisitioning Country Offices/Regional
Offices concerning contractual conditions and supplier appraisals for
purchasing of products/services.
Undertaking capacity building or audit missions to field offices as
requested.
Participating in the negotiation of MOUs, ensuring compliance of the
request with division procedures and policy.
Reviewing material specifications and requirements with the Technical
staffs and Quality Assurance Centre to ensure completeness and
appropriateness.
In partnership with Quality Assurance Centre, Technical staffs and
Warehouse & Logistics Centre, evaluating suppliers with respect to
delivery performance, product acceptability and commercial
acceptability.
Performing as a liaison in communication with other centres regarding
implementation of procurement cycle.
Participating in procurement workshops and business seminars organized
by UNICEF and/or external partners, including presentation of data and
representation of the Division.
Qualifications and Competencies:
Advanced University degree in business administration, engineering
commerce or law required.
Strong commercial background with technical knowledge and procurement
expertise of related commodities and supplies.
Minimum eight years of progressively responsible professional experience
including at least three at the international level.
Experience in commercial activities with the public or private sector in
developing and industrialized countries.
Experience with worldwide procurement, contract negotiations and
administration, combined with broader economic knowledge.
Knowledge of worldwide public procurement, contract management.
Ability to resolve difficult, complex and sensitive situations often
under pressure.
Good analytical skill and negotiating skills.
Ability to initiate and manage change in a diverse environment.
Ability to clearly and concisely express ideas and concepts in written
and oral form.
Ability to manage and monitor the effective use of financial and
material resources.
Ability to establish harmonious work-relationships with colleagues in an
international and multicultural environment.
Ability to supervise and direct a team of professional and support
staff.
Computer skills, including internet navigation and various office
applications.
Fluency in English and another UN language required.
