Summary

The International Union Against Tuberculosis and Lung Disease (The Union) is
an international scientific organisation headquartered in Paris, France
since 1920. The Union has been a leader in the field of tuberculosis since
its establishment and works closely with the World Health Organization. Its
scientists developed the DOTS strategy which was adopted by WHO in 1993 for
global control of tuberculosis and which has been implemented by 182
countries, treating nearly 22 million patients. The Union provides direct
technical assistance to 75 countries, conducts clinical trials, organises
international conferences and training courses, manages the grant programme
for the Bloomberg Global Initiative to Reduce Tobacco Use, manages the Fund
for Innovative DOTS Expansion through Local Initiatives to Stop TB (FIDELIS)
and publishes the peer reviewed International Journal of Tuberculosis and

We seek applications for the position of Procurement Officer. Candidates
must possess a passion for excellence and love to work in an international

Job Description

The Procurement Officer is responsible for the policies, procedures,
planning and implementation of procurement activities of the International
Union Against Tuberculosis and Lung Disease in its Paris office and
decentralised regional offices. Procurement includes purchase of supplies,
services and equipment. Procurement of pharmaceutical supplies will be
coordinated with the Pharmaceutical Procurement Officer. The current annual
volume of procurement is approximately 2 million euros and set to expand
significantly in the coming years. The Procurement Officer works in the
Department of Operations under the direction of the Executive Director.
Significant focus will be on integrating new policy into existing systems
and managing the implementation of procurement policy in new decentralised
offices. The Procurement Officer works with financial, scientific and
administrative staff to ensure procurement procedures and systems are
understood and working optimally. The Procurement Officer is responsible for
ensuring that The Union always procures at the lowest reasonable cost while
maintaining high standards of quality and efficiency. Recommendations for
cost savings, including make-versus-buy analysis, alternative sourcing and
vendor evaluation criteria will be an important focus. The Procurement
Officer will develop new supply sources where vendors and suppliers are
inadequate. Skills in negotiating contracts with service providers and
establishing and maintaining a system of internal control will be
particularly important.

Essential Duties and Responsibilities:

- Plans and manages all activities related to procurement of supplies,
services and equipment at The Union.

- Develops procurement policies, procedures and quality assurance
systems for The Union in Paris and its decentralised regional offices, and
supervises implementation.

- Monitors implementation, corrects problems and reviews any
adaptations requested by regional office directors.

- Works with financial, scientific and administrative staff to ensure
procedures are clear and appropriate.
- Coordinates with the officer responsible for pharmaceutical
procurement and quality assurance to ensure procurement of pharmaceuticals
is correctly executed.
- Approves bid proposals and specifications, composes Requests for
Proposals, and presents recommendations on purchases requiring management
approval;
- Evaluates overall revisions, price and past performance of each
contract and approves price increases;
- Researches and evaluates products and services to be procured and
makes recommendations for standardisation and additions to lists of
qualified products and services;
- Supervises and participates in the preparation of written financial
and administrative reports;
- Creates responses to special correspondence and handles special
assignments and problems such as responses to inquiries and bid protests;
- Establishes priorities, assigns workloads and reviews the more
difficult and complex assignments;
- Interprets contract provisions and reviews contracts for accuracy
and changes prior to bid and renewal;
- Provides liaison between vendors, contractors, and The Union staff
and field staff clearing customs, paying import duty taxes, etc;
- Demonstrates continuous effort to improve operations, decrease
turnaround times and streamline work processes;
- Ensures a teamwork approach for obtaining economy, efficiency and
excellence in procurement services.

Required Knowledge, Skills and Abilities:

Knowledge of:

* Procurement methods and procedures for international decentralised
purchasing including buying, quality assurance, contract administration and
contract law.
* Import and export practices, especially in developing countries.
* Markets and price trends of health commodities.
* International laws, international procurement guidelines and
practices, national laws, by-laws, rules, regulations, and other
requirements governing the purchase of equipments, supplies,
pharmaceuticals, etc.
* Accounting practices as applied to procurement procedures.

Ability to:
* Interpret and make decisions in accordance with laws, by-laws,
rules, regulations, and policies governing the purchase and contracting of
services for The Union.
* Produce written technical and policy documents in English and
French.
* Explain procedures and complicated technical problems in simple,
non-technical terms using the English and French language.

ACCEPTABLE EXPERIENCE AND TRAINING:
Seven to ten years of experience, four of which involved in the procurement
activities of an international organisation with a decentralised structure
including experience in contract administration and contract writing, and a
bachelor's degree in business or public administration, engineering, science
or a related field, or public certification as a purchasing manager or
officer. Other combinations of experience and education that meet the
minimum requirements may be substituted.

Job Description
This job includes two major responsibilities that will strengthen
pharmaceutical procurement at The Union. The first is to coordinate the
operations of Asthma Drug Facility (ADF); the second is as officer in charge
of pharmaceutical procurement for The Union. The activities are organised in
the Department of Operations and under the direction of the Executive
Director.
The ADF Coordinator develops all procurement and supply policies, procedures
and systems so that the ADF can procure pharmaceuticals at the lowest
reasonable cost while maintaining high standards of quality and efficiency.
Services are to be coordinated with the technical assistance and training
offered by The Union. Skills in negotiating contracts with service
providers, and maintaining systems for quality assurance, technical
monitoring and client management will be particularly important.
The Pharmaceutical Procurement Officer is responsible for The Union’s
pharmaceutical policies and procedures and for approving all orders sent out
by the Paris office and decentralised offices. Procurement of pharmaceutical
supplies will be coordinated with the General Procurement Officer.

Essential Duties and Responsibilities:
Coordinator, Asthma Drug Facility - 75%

1. Coordinates the operations of the Asthma Drug Facility, and is
responsible for the workplan, systems, budget and internal communications.
2. Advises the ADF executive committee and ensures ADF develops as
directed.
3. Establishes and implements all policies and procedures related to
ADF procurement and supply; develops and monitors the Quality Assurance
system.
4. Plans and manages all procurement and supply operations, including
pre-qualification and selection of products/manufacturers; selection of
procurement mechanisms and agents; negotiation and coordination with
contractual partners; maintenance of a system that serves clients from
ordering right through to delivery.
5. Oversees the client reporting system and facilitates the
organisation of any technical assistance and/or training in asthma requested
by clients.
6. Coordinates external relations, promoting ADF and strengthening
partnerships.
7. Coordinates with technical and communications staff for design and
implementation of advocacy and communications activities, and oversees
client management.
8. Contributes to the development of a fundraising plan and coordinates
its implementation.

Pharmaceutical Procurement Officer, Procurement Services – 25%

1. Develops policies, procedures and quality assurance requirements for
the pre-qualification and procurement of pharmaceutical products in The
Union’s Paris office and its decentralised offices.

2. Coordinates with the General Procurement Officer to ensure that
pharmaceutical procurement procedures are being correctly implemented in the
Paris office and in decentralised offices.

3. Approves all orders for pharmaceutical products.

4. Advises the Executive Director, technical staff and directors of
decentralised offices on issues related to the procurement and quality of
medicines and treatment supplies.

Required Knowledge, Skills and Abilities

Knowledge of:
• Pre-qualification and quality assurance for pharmaceutical products.
• International procurement.
• Pharmaceutical import and export practices, especially in developing
countries.
• International procurement guidelines and practices, national laws,
regulations, and other requirements governing the registration and purchase
of pharmaceuticals.
Skills and abilities:
• Strong project management skills.
• Advanced analytical and system-building abilities.
• Ability to interpret and make decisions in accordance with laws and
policies governing the purchase and contracting of products and services for
The Union.
• Strong verbal and writing skills, including ability to produce
written technical and policy documents and to communicate with different
nationalities and professions.

Required Languages
Fluency in English and French. A good working knowledge of Spanish would be
desirable.

ACCEPTABLE TRAINING:
A university degree with post-graduation in pharmacy is required.
Qualifications in the following would bring added value: quality assurance,
health economics, international health, development.

ACCEPTABLE EXPERIENCE:
At least five years managerial experience for an international procurement
project with experience in issues of quality assurance and pre-qualification
of medicines is essential. At least five years work experience in and/or
with developing countries, and in the context of international aid and
development. Some experience of marketing and fundraising would be
desirable. Other combinations of experience and education that meet the
minimum requirements may be substituted.
