Objectives of the programme:
EDM Department objective: To contribute to saving lives and improving
health by developing global guidance and by collaborating with
countries to provide 1) equity of access to essential drugs; 2) rational
use of drugs; and 3) drug quality, safety and efficacy. QSM Team
objective: To optimize WHO's technical support to Member States by
1) developing and promoting norms, standards and guidelines for
quality, safety and efficacy; 2) facilitating exchange of drug safety and
regulatory information; and 3) classifying narcotic and psychotropic
drugs.
The successful candidate will:
with regard to Drug Regulation and Quality Assurance Capacity: -
Coordinate regulatory capacity building and training courses. - Support
global, regional, intercountry activities, as well as activities in individual
Member States to strengthen drug regulation and quality assurance
capacity. - Strengthen regulatory capacity of Member States to
combat substandard and counterfeit drugs. - Provide country
programme development support to Member States. - Liaise with DAP
on all country-oriented activities, to facilitate collaboration in these
technical areas within WHO, with multilateral agencies, NGOs, and
other international organizations.
Qualifications Required:
Education and Skills:
Postgraduate training in pharmacy. Advanced degree in
pharmaceutical quality control, quality assurance or related pharmacy
field would be an asset. Extensive working knowledge of
pharmaceuticals, especially drug regulation and quality assurance;
demonstrated ability to write clear, concise reports, technical
documents, and training manuals. Knowledge of international trade and
procurement of pharmaceuticals; extensive working experience with
international organizations and NGOs, experience of working in a
multicultural environment. Computer skills in Windows applications:
word-processing, spreadsheets and Powerpoint, would be an asset.
Experience:
Considerable experience of drug regulation at national and international
level with more than 10 years experience in drug regulation and quality
assurance in African countries; managerial experience in planning and
implementing national programmes, and over 2 years practical
experience in working with international and development
organizations. Experience in harmonization efforts and drug law
enforcement, project development and monitoring, and conducting field
surveys and operational research would be an asset.
Languages:
Excellent knowledge of English or French with a working knowledge of
the other. Working knowledge of some African languages would be an
asset.
Annual salary (net of tax):
US$ 62 014 at single rate and US$ 66 753 with primary dependants.
Post Adjustment: 23.1% of the above figures. This percentage is to be
considered as indicative since variations may occur each month either
upwards or downwards due to currency exchange rate fluctuations or
inflation.
